Scuttle panel question

Hi there guys.

I have a problem with water getting into the passenger side footwell (EU Octy VRS - LHD) and decided to replace my right side (above polen filter) scuttle panel because it had a few broken parts that go into the windscreen groove.

I purchased a second hand scuttle panel from a UK spec Octy but i noticed that it doesn't have that wind deflector that comes above the polen filter once fitted.

I attached some pics in order to clarify.

Does anybody know what that wind deflector does? Will there be a problem i leave it with the UK spec one? (no deflector)
