My 2006 skoda octavia 2L tdi tandem pump is weeping VERY slightly above the coolant pipe giving off fuel smell,I have two questions,If I change the pump will the new tandem pump self prime with the ignition on as I have n't a vacuum pump to draw it through and two where is best/ cheapest place to buy?

I had a leak on my 06 1.9PD, I replaced a bit of fuel hose a couple of inches long and fitted new hose clips... Job done.

The diesel was finding its way into the clutch and fouling things causing a juddery uptake at the biting point.

Still need an answer,will the tandem pump self prime via the electric pump if I replace it?

It should but I've seen an Audi require a battery booster and brake cleaner sprayed into the air inlet to get things going when the fuel line had been removed.

You could always improvise with a large syringe/turkey baster.
