AMD and Jabba offer a generic remap but there may be others (possible Revo). ALl of these are tied to the serial number of the ECU so they cant be "lifted" and dropped into another car.

Do a web search for dms...should find it easily..I think they are based at Thruxton.

Not sure on reliability but you just plug into OBD ports, let is upload the code then unplug and go.

Most tuners now remap via OBD.....although in some cases an EEPROM change is required.
