My Toshiba Laptop has developed a bizarre noise - when the cooling fan powers down there is a brief noise from it like when you "twang" an elastic band.

A bad sign?

Developing new noises is rarely a good sign...

You could try opening it up and see what the fans are doing?

if it's still under warranty, just take it back to shop.

i still have a tosh satellite (y2k) that started to over-heat 11 months in. took it back. repaired by tosh.....never missed a besr since.

Tosh fans are carp - they make a terrible row. I'll send you the phone number of a company who'll supply you a replacement, tomorrow.
