Can anyone tell me what type of clip this is and what tool is required to loosen/tighten it?

Looks like you would need a small flat head screw driver to u clip it in the RH corner as it is sat on the table.

Probably a pair or mole grips would clip it back in place.

It's a type of hose clamp so just replace it with a decent jubilee style one.
