Number plate lights on permanently

Guys - any ideas on this please ?  It's an Octavia VRS, 2007.  The number plate lights are permanently on, I've had to take the bulbs out to save the battery.  The lights are on when everything on the car is switched off - they're on 24x7 !  Not on full brightness mind, still properly lit though.

I've done some work by pulling fuses, and the power is coming from fuse 47 in the engine bay fuse box - this is the fuse for the left headlamp. 

I've pulled out the big multi-connector on the left headlamp and it makes no difference, number plate lights still on.

 

Anyone got a diagram or and ideas as to what might be causing this please ?  All the other lights on the car work normally.

I also unplugged the main light switch - no difference, number plate lights still lit.

Are they led bulbs as that could happen with them?

No, they're standard halogen festoon bulbs.

Estate or hatch?

Do they go out if you open the boot?

It's a hatchback & they're on regardless of the position of the hatch - maybe I'll take off the hatch plastic cover, also try to check in the rubber flexy-sleeve. 

 

Trouble is, I'm having difficulty understanding how the left headlamp fuse could feed back to the number plate lights.  I'm wondering if there's tracking or corrosion in the fuse-box - can't see anything obvious mind.
