Instrument cluster swap - PIN from replacement cluster error

This is a followup question to a dead speedo problem I’ve been having but as it’s a new question/topic, I thought it OK to start a new thread to catch the attention of other Briskodians.
 
I’m swapping the instrument cluster in my mk1 VRS.  Using VAG Commander I obtained the PIN from the old cluster and the PIN from the new cluster.
 
With the old cluster still in place, I was able to login using the PIN through VAG-COM VCDS to confirm the PIN was correct.  I then fitted the replacement cluster but I’m unable to login using the new cluster’s PIN.  The cluster displays “FAIL” on the milage and so when I try to access the adaptation module in VAG-COM (to change the new cluster’s PIN to match the ECU) I just get an error message.  I was able to change the milage on the new cluster to match the old but this didn’t seem to require a login.
 
Maybe VAG Commander read the wrong PIN or maybe there’s another problem?  Does any one have any knowledge on this?

You could just swap the speedo over to the old cluster.

Might be able to, but I'm not sure which parts of the circuit board are faulty.

 

Also, I've found out why the replacement unit is not working for me - apparently after 12,000KM the instrument cluster unit is hard-coded to the original vehicle for life and cannot be re-mapped.  The only feasible option is to fit a brand new cluster.
