Halogen to Xenon - legally / practically possible?

 I need to replace a dipped headlight bulb and wondered if its possible to upgrade to Xenons on my 60 reg (2011) Fabia II scout .  

 

Can I legally and practically buy a set of Xenon's ( like these http://www.autobulbsdirect.co.uk/H7-HIDS4U-Pro-Plus-35W-HID-Conversion-Kit.html ) .

 

 If not, are these (http://www.carbulbsdirect.com/product/philips-xtreme-vision-130-h7-twin ) the best alternatives?  I'm interested in max vision and not 'style', if that helps!!   All advice gratefully received.  Thanks

I did indeed make several searches and, presumedly like all or most of the others who posed similar (but not identical) questions (you say on a weekly basis!), the specific answer/advice to the questions were not readily apparent. Probably best for you not to bother to reply if you find such questions annoying rather than assume such a condescending, smart-arse and unwelcoming stance to those of us who have a genuine concern.
