Part identification help please!

Evening all!

 

Owning a Fabia, I don't usually post in here. However, I'm currently upgrading a turbo for a forum member on his Octy vRS PD170.

 

Having not worked on one before, I found it a bloody pain in the backside to get the turbo off, mainly due to the DPF being so big and what I believe is an EGR cooler of sorts.

 

With reference to above, can anyone tell me if the part in the picture below is in fact an EGR cooler please?...

The car already has an EGR delete pipe and the map alteration to stop the EML. However, when I came to take the above part off, I noticed that there was a vacuum line attached to an actuator on it. My main question is relating to this pipe - can I take it off and plug it? Seeing as the EGR has been deleted from the software.

Any ideas regarding the vacuum line please?
