Checking car over for up-coming MOT and noticed the front shock absorber dust covers have come away from the plastic clips at the base. Pulled them back several times but they spring loose again and doesn,t look like a cable tie will hold them.

Are they MOT failures?

 

 

Short answer is no, they would not fail an MOT in my opinion.

You can pull the dust cover down & cable tie it on
