Does the cambelt and water pump on the Octavia's need replacing every 4 years on 70/80,000 miles which ever comes first ?

Depends on which engine and age.

Cars registered before September 2010 are 4 years. Those after this date are 5 years.

 

As above the mileage varies by model / engine / year of manufacture / country etc.
