If you take a road tyre with some tread on it and drive around the flex in the sidewall and the movement of the tread will generate heat. Stop your car after a hundred yards and you will feel some, stop after a few miles and you will feel considerably more. Now different tyres will heat up differently, which is why we have winter and summer tyres, but even the winter tyres have to have a compound that is hard enough to provide decent mileage so when it is worn down to the point of being bald the surface just isn't going to get warm enough with regular driving on the road to provide a decent grip level. If on the other hand you take it to a dry race track (or other suitable test venue) and work up some temperature it will.

The writer of that did know that they were claiming that road tyre heating on a new tyre is enough to reduce braking distance by 5/18th?

Just had a go. Got 8/10. Got the blood alcohol limit and oil check wrong. To be fair, both my car's manuals say to check the oil when hot.
