Octavia Scout, missing panel

Just been fitting a towbar on our new Scout. Noticed that there were some screw holes on rear bumper but no screws or panel ( see picture of screws and panel from a saloon ).Missing(or not) panel is the shaped piece held by screws shown. There was a lot of muck etc on inside of bumper compared with the other side

Could anyone check there Scout to see if there is a panel missing or if it is just how it is?

The smaller engines like my 1.2.....There isnt a silencer at the back by the tailpipe, the silencer is under the middle somewhere. ..so I guess that panel fills the gap around the tailpipe. ..keeps the muck out etc.
