I used to do this on Windows NT years ago. I'm sure it can be done, but I'll have to do some research in order to help you out...

if you want to do it in xp then:

run - "gpedit.msc"

Computer Configuration\security settings\local policies\security options

Look down security options about 1/2 way for "Interactive Logon: Message text for users attempting to log on"

Type in Message

Next one down titled "Interactive message title blah blah blah"

Type in Title

close gpedit

restart, logon, logoff, logon and bob is very much your uncle

Bugger :eek: , it's been a while :-) I am fairly sure that the 98 machine is going to need a bit of third party software or some cunning registry editing unless it's prior to it logging onto a domain?

Wish you would have siad that at the start :D :D
