I know most of the Mark 3 octavia, don't have the reflector headlights like on the mark 2 , and you can see the bulb through the front of the headlights, so would these work??

Doubt it. I tried some led indicators and the bulb looked very similar to those with groups of LEDs round the unit and a diffused set on the end. They weren't especially bright as an indicator, never mind a headlight!

 

LED light is also very directional and a good proportion of the light generated won't fire back into the reflector unit, to then reflect out onto the road so it's effectively wasted. Halogens disperse light more evenly.

 

The best thing for halogen reflector units (especially if we're talking headlight bulbs) is halogen bulbs.
