038B - Energy Management Active - HELP!

Hi,

Car is a 2011 CR 170 VRS.  Over the last couple of weeks I've had issues with the rear demister, heated seats and climatronic not working as they should.

Rear demister sometimes works - other times the buttons flashes.

Heated seats sometimes work - buttons/leds indicate they are on but they fail to heat up.  Other times they work as they should.

Climatronic sometimes switches off and will only switch back on if Max(windscreen) is pressed.

The car also idles slightly higher than normal occasionally.

I've had my mate who is an AA technician look at it and it appears the ECU is detecting error 038B energy management active.

We've checked the battery and it's good.  Tested on another brand new battery and reset the error code only for it to come back.  The Alternator has been tested and is outputting 14.2v

Anybody with any suggestions?
