Oversized turbo inlet pipe

Hello need to pick some brains over fitting my oversized inlet pipe how are people fitting them? Do you leave the metal cover in place that bolts to the front of the turbo housing if remember is a small rubber pipe on there or remove that and straight to turbo? Any help is much appreciated. ( is a vrs  )
