Voltage drop to row 3 4 in saloon fuse box

Hi All, 

We have a 61 plate Skoda Octavia Scout (ambulance RRV)

Today the car began sputtering and cut out after a 100 mile journey. 

After the AA had a very long look they found rows 3 & 4 voltage dropped to 1.2v, no live feed to fuel pump, no interior lights, no central locking and no electric windows. 

The pic attached in the temp fix which has got the car running back to base.

Any ideas???
