Totally agree.

But the problem can sometimes be in the way extra lights are fitted and not adjusted correctly.

I would also point out that dip/main lights require installing at the correct height, the one in the OP's photo is wall below that legally permitted for all but "fog" lamps.

Wonder if these Light Bars are "E" marked, if not they are illegal anyway.

If you cannot see simply the road ahead using your lights there is a cheaper option, slow down a bit. I find the standard lamps perfectly fine at legal speeds even with only 1.5 good eyes.

Here in Finland there are no specific rule about the installation height, but the higher the better. Maximum high beam "amount" is limited by light reference and maximum is 100. Suberbs own lights are rated at 17.5 so you can do the math... All lights that are sold here without mention of "only off road use" are E certified legal in that sense. The driver is responsible of behavior in the roads and I admit that there are people who don't care that much about other drivers... But as in my case the assistant makes the calls and it sure switches off well be fore I would.

I think that in here more problems come from drivers with fog lights on and cheap aftermarket xenon/led bulbs on halogen light without proper projector...

agreed. Light is life up here. I'm currently looking myself for something serious as the built-in just don't cut it when it's *dark*. Most of the UK never sees real darkness, too much light pollution.

And about the height: it's ECE R48, and the height of main beam lights is explicitly not limited.  There's a German language copy of the texts with nice diagrams here: https://www.hella.com/hella-com/assets/media_global/673_Gesetzliche_Vorschriften_Broschuere_HELLA_DE.pdf

Anyways, I need to read up on this BCM output option... and then work out a budget.

First - rules differs from country to country. Here in Sweden there's no limitation on munting height.

Second - as I wrote in an earlier post, it's not seeing the road that is a problem, it's the animal trying to commit suicide that is...

E marking is mandatory, anything without it is illegal in Sweden to. But only for cars manufactured after a certain year.
