I think most manufacturer's use a similar formula. I know that Fiat quoted their figures with 2 people, simulated luggage and a tank of fuel, so my neighbour (Service manager @ local Fiat dealership) says.

These figures are all much of a muchness though, so much of it is down to conditions, tyres, driver ability etc
