Done some more searching. There is a something here on Pistonheads about it, although it doesn't actually give a date

It seems to be part of this scheme 'Active Traffic Management'. I suspect that those speeding tolerances are a bit low though and if it works in the same way as the M25 cameras then the speed limit is only tightly enforced when the VSL is in force.

Time will tell though.

I went down there last weekend and the variable speed limit is in force when required (has been since December). However, all of the camera boxes on the gantries were empty.

The VSL works very well at peak times though because most people stick to the limit for fear of being caught. When I was travelling from Bicester to Tamworth each Firday night the VSL regularly took a good 10mins off my journey time

As goochie says the variable limit system has been working for a while now.

I'm not so sure about the camera boxes being empty but I wouldn't take any chances.

As for the tolerances they do/will operate to , it's going to be standard ACPO guidelines so 10% + 2
