Anyone know if the Fabia is supposed to have high beam assist (dips with oncoming traffic) 

I don't think I have it, can it be activated via VCDS?

Our 2016 SEL Fabia does not have high beam assist and it doesn't look like that it is available on current UK models, even as an extra.

I have this on my Octavia and there is an 'A' that appears on the main beam icon on the dash when it is used.

Same on mine, all I get is the blue indicator when they're on. The only thing that throws me is it's mentioned in the manual

It is an option. It is called "Light and rain assistant". It is "combo unit", all in rear view mirror: rain sensor, light sensor, auto dimming mirror. If you are missing this mirror, it cant be activated.

Not sure that the  'light and rain assist' offers high beam assist.

This clever system uses sensors fitted behind your internal mirror, to detect both rain and light. The rain sensor judges the amount of rain falling on your windscreen and adjusts the wiper accordingly. You can also choose different settings, depending on how sensitive you want the rain sensor to be. I didn't think it's an option but then saw this in the manual

Have all those but no auto high beam. Hoping it be turned on via coding

Light and rain sensor are different from HBA. You need a rear view which looks something like the picture.

Needs the A5 forward facing camera. 

 

On the Superb I spec’d Traffic sign recognition which is the cheapest option to get the necessary hardware; then you can code HBA and Lane Assist too.

A5 is not required. you can add only new mirror with HBA/FLA camera
