My dipped beam seems really low, the lights adjust ok, it just seems too low on main and dipped beam. 

The inner mains are ok. 

Is there a base adjustment? 

They can be adjusted but you should have it done by a garage with a headlight alignment tool to avoid dazzling other drivers.

With BiXenons as fitted to the Elegance, you'll need VCDS to put the light controller in Basic Settings mode before carrying out manual beam alignment.

If nothing suspension wise has changed, it'll be fine without VCDS.

 

All the basic settings via VCDS does it learn the suspensions normal position and puts the headlight in their neutral or home position. The manual adjusters are then used to set the beam alignment as per a standard halogen headlight.

My understanding of basic settings generally is that it disables any learned adaptations/corrections on the controller and sets the output to its nominal mechanical setting, so in the case of the headlamps it removes any ride height compensation and assumes the car is level for manual adjustment of the lights.

More or less yes. There are some extra requirements regarding fuel level or weight being added to compensate for a partially empty tank.

 

If you imagine the headlights were set low during the above by 1°, they will always be low by 1° causing a reduction in headlight range. However, the headlights can be adjusted up by 1° without needing to rerun the basic settings as nothing the car has 'learnt' will have changed.

 

As the bays used for headlight adjustment are pretty level, there should be no issue adjusting them without re-running the basic settings assuming nothing about the cars suspension has changed massively as it'll still know what level is...
