Ok, I've found a few threads dealing with changing latches/switches etc to solve central locking issues but they assume one can get the door open to get the door panel off.

Mine stays locked whether I use the remote, key in the door or the master switch on the driver's side door handle. The button twitches but does not rise. Back doors have had a similar issue but have unlocked after a couple of go's. 

I there any way of opening the door or removing the panel without destruction of either?

You can get lucky by banging the door around the lock while unlocking and the jighle might get it to release, then do the replacement

 

Otherwise, be firm with the internal removal technique
