I have an Octavia 1.9tdi estate, I think it's running cold. My drive to work (11 miles 20-25 mins) won't get it past about 70 and I noticed on a long run a few weeks ago that it had barely reached 70. In terms of cab heating it takes a good five-ten mins of driving for warm air to come out of the vents, but maybe this is normal in a diesel? 

 

It looks like I'll need to replace the thermostat and temperature sensor, does anyone know how much stock parts would be? And roughly how long it should take a garage to do this?

id bet my car on it being the CTS. 5-10mins from a cold start in cold(ish) weather for a 1.9 is maybe a little slow, so the stat might be starting to stick.

but the needle not going above 70 temp is the cabin display side of the CTS dying. get a genuine one, not aftermarket.

temp sensor should take a competent mechanic no more than 5-10mins - unplug, remove, stop fluid leak (assuming not drained down), insert new, put on plug, topup coolant for the dribble lost, done.

 not sure on the stat though.

Well, I get hot air from the vents on mine in about  1 or 2 miles from cold (first half mile out of work downhill on a closed throttle).

 

Changing thermostat (or CTS) is fast enough I'd not expect a good mechanic to charge for an antifreeze top up afterwards.
