The built in spots on my 03 Fabia TDi are as useful as a Toc H lamp.

Has anyone managed to fit strong bulbs like powerful LEDs?

IF so, which ones & where can I get them?

They're foglights, hence why they don't make good driving lights. LED bulbs are much weaker than the halogen bulbs so you won't improve them, only make them worse.

You'll be glad of them if you ever have to drive in the dark, foggy conditions they were designed for.

Get good quality bulbs and have them aimed properly. That's it. They'll never substitute driving lights nor should they. 

Can you explain how they are useful for a Toc H Lamp, which is what by the way?!? 
 

@sepulchrave not that I don’t believe what you’ve stated he means, but assumption is the mother of a F ups and all that 😋

 

LED's will almost certainly look whiter and perhaps nicer but as mentioned, won't be brighter just because!!

 

One thing to think of, though. When where the bulbs last changed as they loose a certain amount of fluorescence over time and may well be a lot dimmer then a nice new set of bulbs.

 

Depending on the type of bulbs, you might get upgraded bulbs, too!

Being a 2003 it's possible that the housing and reflector itself is in dire need of an upgrade.

The front fogs can have the beam level adjusted and they can actually be really useful when set properly. They are usually set to min from the factory (mine was) and light up only the first 0-3 meters in front of the car. If set to max they will bridge the gap between dipped main beam, still low enough to be useful in fog but actually at a point on the road within the drivers vision. If I recall it was a simple diy adjustment by the screw at the front accessed behind the plastic surround which pulls out, obviously once the beam is raised be extra careful about only using them in foggy weather as it's easier to dazzle oncoming drivers...
