Whining noise when accelerating

Wondering if some can shed some light on this issue. Have a VRS TDI cr170 which keeps whining/whistling when accelerating. No noise when idle and only when over 17-20rpm? 

 

Is it fairly high pitched?

Yes it gets louder the harder u accelerate and high pitched. Especially going uphill in 2-3rd gear 

If it sounds like a police car is following you with its siren on, its the turbo bearings on their way out.

Oh dear. I have noticed oil leakage/stained from both turbo pipe ends that join it

One had a loose nit so tightend it and gave them a good clean. No cracks

But yea only under acceleration does it happen and after 20rpm. Normal when idle 

The noise only happened on a previous car of mine when I was accelerating hard through the gears. Soon got very noisy so that people turned their heads to look. No noise at low revs as the turbo (not variable vane) wasn't doing anything.

It may just be an intake leak, disconnect the inlet pipe as close to the manifold and hold your hand over the output whilst someone depresses the accelerator.  You may hear where sound is coming from.
