Running issues with a 2 liter Tdi

A couple of things.

 

Firstly should the engine be consuming 1 liter of oil in 4,000 miles? It was serviced at 36k and when I checked it today the oil level was at the botton of the level.

 

Secondly, since yesterday the engine has started hunting at idle and then it stops. On the throttle it is non responsive until pressed about half way when the power cuts back in. On a short journey this morning I noticed a lot of fumes (water vapour?) coming out of the exhaust.

 

Any ideas of what is happening or is it just the joys of computerised management systems?

Did you check the oil at normal operating temperature after it was serviced so that you know there was enough oil in then, 

or is this the first time checked since someone else put the oil in?

I checked it when I picked it up and it was on the bottom of the rod, so I got them to top it up. It was there to be serviced when I first saw it.

It is a 65 reg.

If at the bottom of the rod when they topped it up, and if cold, it could still have been low on oil, or not at the level you would get checking as they are to be checked, 

@ Normal Operating Temperature.  Which is above 80*oC indicated oil temp.
