Fuel filler over flow pipe

I have just replaced, rear wheel bearings, rear coils and shocks.

i took the rear wheel liner off on drivers side first time.

is the plastic fuel drain pipe meant to flow some where special? Not long enough to get to bottom of liner.

any ideas where it should sit in the liner please. Feel such a muppet.

Any help hugely appreciated.
