Sheered bolt and loose retaining nut...what can I do?

Hey all. 

 

I'm about to refit a set of standard boot braces to a MK1 vRS. However, a previous owner has left a nasty surprise for me! 

 

The bolt has been sheered and the retaining nut has broken free too. 

 

What can I do to get these out?

There does not look like there is enough bolt on the surface to get a set of mole grips on there. On watching Wheeler Dealers on TV, they had the same problem with some bolts. So they put some Tig weld on the end to create more metal to get mole grips on there to unscrew it. That of course means going to a garage for help.  

if molegrips don't work, drill a hold in the middle and use a screw extractor. A nut extractor might work too as it tightens as it turns

Put a nut over it and arc weld the centre, the heat will pretty much ensure it will back out easily with a spanner.
