simplest way to achieve above result, if it's even possible ? 

Only way is to change the lights, non dynamic indicators cannot be made to 'scroll'.

Buy a MY22 car. Not the cheapest way but by far the simplest.

These were a cute gimmick when they arrived a few years ago. On all makes.

 

When I’m following a vehicle (lorries have them too) with scrollers I find they are often less noticeable among the tail and brake lamps than normal On/Off indicators.

 

I’m not in the fan camp.

 

I think the fad has passed and they’ll disappear.

I’d agree that poorly implemented ones are not great. I think I know the lorry ones you’re referring too. The indicator is surrounded by a bright, red rear light. Which does make it difficult to see. 
 

To me, if done correctly they aid in providing an indicated direction of travel, which can be advantageous in poor light conditions. 
 

As I indicated (no pun intended), it all depends on how they’re implemented.

Range Rover have really poor ones where the entire lamp changes to orange and scrolls in a weird way. 
 

I don’t mind them, but they’re not as bright on the standard non scrolling ones!
