Can you write in sentences and describe the fault fully? Knowing whether it's every start, cold starts only, hot starts only... On, and what is a "region" (sic) in this context?

Hi when I started cold and hot it’s on 5000 revs and slowly goals to 1000 revs  This has only happened when I got it serviced oil change filter and air filter whether that could be a fault from it not too sure

OK, that positively has to be a rev counter fault; diesels normally have a governor at something like 4_700 rpm.

He probably meant 500rpm which is equally implausible, so agreed still a rev counter fault or more likely a fault in observation and relaying of information.
