Do noise dampning wheel arches help with road/tire noise?

Both items you have a linked to are basically the same thing.  Butyl sheeting that has to be stuck to the car. 

 

As posted above there is a ton of information on how best to reduce tire noise.

 

The first step is to chose tires that have a low decibel rating.

 

After that soundproofing the car.

 

 

If you were to put that in the arches make sure it’s 100% waterproof.

 

Passats use to have foam inside probably to lesson sound, but it was made of foam and when it got wet it had no where to go other than out, which caused rusty wheel arches
