Someone scratched my bumper on a parking lot. Can I fix that on my own?

Hi all, 

So basically, someone scratched my bumper, presumably when they maneuvered out of their spot. The cars were parked on the side.

The damage is small, but... it hurts.

My insurance doesn't cover these hit & run accidents. 

The bumper is plastic, so I guess there is no paste or something similar?

Any somewhat easy way to fix this on my own?
