MK1 Fabia new Turbo whilsting noise

Hi All

 

just replaced the turbo on my Fabia and it has a whilsting noise, all pipes and intercooler were cleaned before putting the new turbo on. Since then there has been this whilsiting noise as well as a boost stutter around the 3k mark. 
 

The turbo spins freely and has oil feed,

 

 

 all pipes have been double checked for loose fixing, can anyone help?

Sounds like the stop screw has not been adjusted properly.
