Some kind of residues on the car

1-2 weeks ago  i noticed that there are some kind of spots on the car, white colored. First, i tried turtle wax tar remover, although i know that it’s  actually purpose is not that and producut’s actual usage is different. It helps to solution but there needed force and time; one by one is diffifucult and hard. Yesterday i bouht a solution which is used  to remove cement. I applied to small area, there was no damage, but as turtle wax it did not help.
