This is gonna sound really silly but i cant find anywhere online thay tells me where the steering fluid cap is, ive tried looking under the battery tray but cant see it anywhere. Could it be that its electrically powered rather than fluid 

I’d think that your car has an electric steering rack, but that is just a guess as the Ibiza and Polo had changed to that by the time period covering this model of Fabia.

How can i tell? 

 

Pretty sure the Mk3 Fabia power steering is electrically assisted only - no hydraulic operation.

To confirm, Google the specifications for your vehicle.
