Re-sizing a video file

I used my digital camera to shoot a video at the Weston meet.

Its an .avi file type, and the size is 278MB (2 mins 36 secs).

I've tried to upload it to youtube and photobucket but both have size limits of 100MB.

So what is the best way to handle it. I don't think I have Windows Moviemaker on my laptop. Can I split it using Media Player. Or reduce the quality to make it smaller? Or is there any good free software out there I can use?
