Remote control locking query

Hi Some cars come with central locking operated by the key in the door lock without remote key fobs.

Is the convience unit that is fitted on these models the same as the one that alows opening/ locking with the remote key fob?

Using VAG-Com, can the convience unit on the non key fob cars be set to work with the remote key fobs.
