I have a 1.6 2001 octavia. I have a similar problem to the thread title splutter doin my head in.

Mine how ever seems to be a miss fire / plucking at any speed when the revs are at around 2500 and held constant. if I accelerate its fine but just holding at any constant speed I get the misfire/shudder/splutter.

Does my car have the same throttle housing as in the other thread. I have changed some of the plastic hoses which had degraded. I have tried different fuel. Also tried forte gas treatment too try too clean internal fuel/injectors. Nothing makes any difference. Hellpppp.

I'm having a similar problem - spoke to a Czech guy at work (some of these guys know everything there is to know about Skodas!) he said it was more than likely the fuel filter - this is located in front of the fuel tank on the right hand underside of the car - this is normally renewed after 75-80k or so and is pretty much overlooked when servicing but if you pick up some extra dirt in your fuel along the way which is very likely these days it can cause problems early on - it's a cheap fix if it works - filter is only a few quid and not that hard to replace as long as you depressurize the fuel pump properly.

I'll give it a try on Tuesday when I can get a new filter.
