As far as I know, you need 5 x 100.

I know fabia's are 5x100, but would 5x98's fit, and more importantly, be safe to fit?

If I remember my school geometry correctly, the 100 refers to a circle with a radius of 100mm drawn from the geometric centre of the wheel and passing through the geometric centres of the circles formed by the 5 holes for the wheel studs

So a wheel having a 5x98 designation cannot fit on a hub or hub carrier designed for a 5x100 wheel as the holes for the wheel studs won't line up.

I believe you need 5x100 wheels, steel or otherwise, subject to getting killed (verbally) by someone who knows more about cars or geometry.

If you're asking then I think that you know the answer! You have been told that these cars need 5 X 100 so 98 means that the wheel fixing bolts will not be sitting in the centre of the concave bolt seats on these temporary wheels. Also you have not mentioned the ET - ie offset or width of these other rims, that needs to be reasonably close to the ones that you are removing. These wheels might be close enough to rest the car on while your wheels are being refurbished - that is if the fixing bolts can pick up the hub threads - but you should not be driving on them. Oh and the other thing could be that the hole in the wheel centre might not be the correct size to fit tight on to the hub.

They wont fit, nae chance
