Why is it dripping oil from this location?

Hi,

Today when I started the car I heard a whistling noise form the engine. After some looking there I found a plastic thing where it was dripping oil from, so I wonder what is the function of it? Beside it where some plastiic rubber that was loose so I putted it back and the noise was gone and no more leaking oil.

Also,

the AC on the climatic is not working correct I guess, after 15-20 min it gives cold air. Solution to this?

I was in the garage lastnight and I put pipe A on bayonet B, dont know if its supposed to be that way but the dripping stopped and no more wiered sound comes from the engine. Still wanna know whats it all about.
