Have you looked at any similar models being broken for parts? Either on eBay or via one of the larger dismantling companies.

There's a few more Scottish ones Ken, and LM 0 for London.
Apparently because by the time these Authorities had decided to try and acquire their local 'Number 1' plate for Civic use, most of these had been issued in the years previously, and many of the then present owners were reluctant to part with their much prized number 1's. Hence the Zero coming into use, as a special issue:-
HS 0 - Renfrewshire
RG 0 - Aberdeen
S 0 - Edinburgh
SY 0 - Midlothian
V 0 - Lanarkshire
VS 0 - Greenock

As said, it's very likely to be fallout - possibly due to the areas it's parked/left in.
Often these can bond to the clearcoat, which can sometimes make it difficult to remove with clay alone. As recommended, I'd try some Korrosol to remove.

Know what you mean about dusty new build estates. About the worst place to try and clean/detail a car...
As it'll be a temporary issue, I'd simply go round to a friend's place and work on the car there. There's no temporary structures or anything that I'd want to use and the dust will still be in the air anyway.

Fair enough.
All I can say is I could see where to put the headrest for stowage. And that was in 2014.
But as said, it needs to be clearer and spelt out in the manual....

On the 'central headrest placement when seat folded' observation, I've never understood why it's not in the manual when they've gone to the trouble of designing that way!
Only clue is if you look closely at the graphic on the back of the central seat as you flip it up...
In picture 1 it's telling you to remove the headrest from its normal position, and stow it in the area marked in red...
Pretty easy to miss!
