uneven brake pad wear

I recently posted about some brake issues I had following a fluid change on my vrs. I had the brakes bled a second time and it seemed to improve a bit but it's still not right.

After trying some hard braking runs (60ish to 20) several times the car seemed to stop ok. But during light braking it doesnt feel right (sometimes like the rear is doing more). Looking at the disks you can see a wear pattern that doesnt look even. After inspecting the pads (through the wheels) it appears that the near side pad has worn unevenly. (The attached photo shows size of the gap with bent out paper clip put between the pad and disk).

Is it normal for the pads to wear like this? I've changed pads on cars before and dont remember seeing this (albeit on old low powered bangers).

Would this account for the initial bite (small portion of pad hitting disk) followed by not a lot (due to gap between disk and pad) then stronger braking (as the gap is closed).
