You're saying that your radiator fan speed isn't constant yes? Isn't that a good thing, as long as the water temperature is constant once the car's fully warmed up?

no, not good thing that i am from egypt & radiator fan almost turned on forever.

plus

the water temp is heated to operating temp & keep became higher (under red zone ofcourse )

what can i do ?

When were the engine and radiator last flushed, and the "anti-freeze" replaced?

I know freezing temperatures aren't likely to be a problem in Egypt as a rule, but the "anti-freeze" also contains corrosion inhibiters and acts as a "water wetter", which increases the heat capacity and heat conductivity of the cooling system.
