Manual window has stopped opening

It seems as though I have a part missing that fits through the rear manual window, after taken the inner panel apart I have discovered a specifically made hole that is made in the bottom of the window.

If you have opened yours up you should know what I am talking about, now is there something that goes in this hole so that when you wind the window open it raises the window???
