Can anyone point me to a better price for a set of 4 steel rims for my Fabia in the Swindon area? I've spoken to the local dealership and been quoted £127 for a set.

Called around a couple of breakers yards, but no joy there.

It's so I can mount a set of winter and summer tires and not have to worry about tyre fitting come next season.

What variety of Fabia and what size wheels?

Wheels from another VAG car will fit.

It's a Fabia hatchback 1.4 TDi with 14 inch rims.

You will struggle to find the 6j width 14'' steel wheels on a scrapyard, as Fabia's don't normally turn up on scrapyards, but you can try SEAT Ibiza, VW Polo (the Polo ones are more likely to be 5j width)

if you wanted to go to 16" i have a set with near brand new all round tires. ready to be fitted to the car.

(correct tires 195/45/16 iirc)

As mentioned above, try local scrap yards. If not try E-bay or contact Skodaspares skospares.com and see if they can help. They are specialist Skoda dismantling yard.
