How many should the Fabia have?

Mines has 1. Is this correct or have i a bulb out thats not showing on the cluster?

The fabia has two rear fog lights but the one isn't wired up, lthough if you want you can wire the second up yourself.

I wired my near-side fog light up, but encounterd a couple of problems.

The light cluster itself is identical (that holds the bulbs) to the off-side, even down the bulb type. It is the multi-connector that is different, with power feed to the (near-side) fog-light that is missing.

I spliced into the power feed that feeds off-side fog-light, where it comes in over the near-side wheel arch, (you need to pull back inner wheel arch carpet to access) then I ran a wire with a very small spade connector through plastic multi-bulb connector onto fog-light bulb connection.

I add, I also placed an in-line fuse in this feed wire.

Ensure power is off, once found correct wire to splice into, as you will start to blowing fuses at the very least, OK.
