Right just got myself a wee Fabia 1.4 mpi as a runner and the handbrake is sticking slightly. Do you think it just needs adjusted and is it fairly easy to access?

Also when putting the handbrake on it goes quite high. Do you think this is related to it sticking or a coincidence?

Your 1.4 will have drums on the back, so that won't help, I'm afraid. However, it's possible that having to pull the lever up so far is what's giving you problems. The handbrake should be fully engaged after four clicks, so pull it up that much and see how easy it is to drive off. You can adjust it using the tierod thingy that you can see through the hole when you remove the rear ashtray. ISTR you should adjust it with the handbrake OFF (so chock the wheels! ;) ), which will make it something of an iterative process...

I'd guess, as it will be roughly the same as the other VAG rear drum brakes of that era, that the handbrake levers are starting to seize. So, you will need to get the drums off and sort out that problem first then once that end is in good working order, adjust the handbrake cables so that they are just right. All this assumes that you are finding that the rear brakes are sticking on when you try to move off. (the levers are on the shoes)

After you free off the adjusters in the drum, stomp on the pedal good and hard before adjusting te handbrake.
