All the blade fuses seem fine although when i flick the wiper stick up to constant while the engine is running the engine changes revs, flick it back down the engine changes revs again.

My rear wiper has recently done the same and same as you a noticeable engine rev change and lights dimming when trying to activate it. My guess is the motor has failed.

Yeah, sounds like the linkage has seized (or similar), and therefore the motor is drawing a lot of current. Not enough to blow the fuse, but enough to load the engine. Only way to know for sure is to take a look at it and see if the linkage is seized or something along those lines.

Had the motor apart and the motor pcb and brushes have melted and seized up, i wonder if the rear wiper motor would fit,i had a quick look and the rear motor is shorter been trying to find a spare would any favorit motor fit?

I would recommend looking at www.vagcat,com (free registration) and see if there are different part numbers. Earlier ones had a fat Skoda connector and later ones (probably from mid 94) had a slim vw electrical connector, but I think mechanically they are exactly the same so you should be able to swap connectors over if needed. It's possible a Felicia one would fit too.
